IMPLEMENTED - Localization of Clarity to other language

Localization of Clarity may help users who are not so well acquainted with English. Besides English, Clarity is currently localized to Chinese (simplified) and some preparations for the Portuguese translation are done. The functionality of localized Clarity is the same as the functionality of Clarity in English, the data files (e.g. chromatograms, calibration files) are the same and can be freely combined.
